Smarter CCTV system to be used to recognize and prevent crime
The negative impact surrounding terrorism, crime and anti-social behavior has resulted in an escalation in the amount of remote surveillance undertaken around the world, but especially in the UK, which, according to the Centre for Secure Information Technologies (CSIT), has deployed more than 4 million CCTV cameras.
It's already been played with here.
They evaluated Predictive Behavior Software on the tube network some years ago, with a view to identifying likely candidates for jumping in front of trains, among other scenarios.
I also evaluated a similar concept used on a 'multi sensor', camera array, for wide area surveillance. Unfortuneately, it went into alarm mode every time a breeze made a flag flutter, or a branch move. Not the most succesful manufacturers presentation I've ever attended.
It has been used with some success on vehicle automation systems, predictive braking, analysing likely traffic movements etc, but I'd hate to stake my life on it.
Not wildly effective. Although to be fair, I hope its advanced some since then.

Sorry - I didn't realise I was such a funny chap - people aren't getting custodial sentences for crimes they do commit with witnesses....let alone crimes they haven't committed yet!
would be nice to see if this works out - or for spotting car accidents before they happen
like a car backing up way too quick!

it never outright confirms a problem, but it gives you an indicator to were it might be coming from.
