" Syria's president has passed a decree legalizing private security firms, faced with a 29-month armed revolt against his rule that has pinned down the police, state news agency SANA reported Tuesday.

President Bashar Assad's decree regulates "licencing for private companies that provide protection and guard duties ... to ensure the safety of individuals, establishments, property and the transport of cash, jewels and precious metals," said SANA.

One-year renewable licences are to be issued by the interior ministry, it said, but only to Syrian nationals with capital of more than $250,000.

"The interior minister will define the categories of arms to be used by each company, ranging from revolvers to rifles and others," said the agency.

The decree also stipulates that each company will be licensed to recruit between 300 and 800 guards.

A security source told Agence France Presse that guards will have to wear a uniform, while the decree will allow security companies to open offices and issue employees with hand arms.

"Security guards will be in charge of protecting prominent personalities and businesses, while securing the transport of money," the source told AFP on condition of anonymity.

Before Syria's conflict broke out in mid-March 2011, "these tasks were mainly assigned to the police. But because of the situation, now the police has other tasks," he added.

Alongside the anti-Assad uprising, Syria has been plagued by a spike in crime, kidnappings and robberies."

Well it is what it is.... I hope they know what they are getting into. Sometimes it works very well and other times not as well as they expect.

I would imagine with Putin's unstinting support of Assad that the Russki Private Security Industry will do very well out of the arrangement.

Well I guess eastern Europe will get their low paid chance again, only people I have ever met who think rolling or flipping stops or dodges direct fire.

Be very interesting how this pans out. For the life of me cant see any established Western Companies getting in on the act too political to say the least.

What about Academi, they have lobbyist anywhere profit or high marginal gain is involved. These contracts are the perfect source for teams to come in and rob them blind and leave behind the license holder to take the punishment.

Yeah that was kind of my first thought too. Especially on the gold, one does not need an Assay report to flip it or even wash it. Germany & Italy have a no questions asked policy at their refineries to get a new Assay report, the Frankfurt refinery even claims the metal comes from Germany. The university in Idar Oberstein also has a no questions asked policy on stones, €45 will provide testing, if someone brings in more than a few at a times then fakes are not even charged for. Then 11% of the value per stone gets an appraisal, but they do take donations in the form of other stones to waive that fee.

After all if a one way trip did happen, I would consider it an act of philanthropy because it would slowly be feed back into circulation away from the hoard of the middle east. LOL

Please don't forgot western Europe also have low pay check in overseas.
Salaries in some eastern europeans countries are very low and live cost very expensive in comparation to some western europeans countries.
Romenia is a perfect exemple cost of live very high and salaries real misserables.
But if we make salaries comparation and now most western countries US also to some Midle East countries is a funny thing salaries lower and lower evry day pass and live cost higher and higher evry day pass.
Of course if we take that lower salaries to some countries that pass the image the felow is rich to local population, now imagine a Saudi Arabia salarie to the same place that man will be like a millionare.
P.S.- Salaries in Russia Federation are growing more in comparation with other countries in Europe economy as well.

I'm intrigued, I watched a vid of Soviet Infantrymen training and as they 'Take Cover' they hit the ground with their left hand on the stock, their right hand gripping the butt and use the butt of the rifle to break their fall before rolling (left or right) and then engaging the target. Do they still do that?? (Always looked feckin very painful to me)

Got me mate, I always found it easier to just sort it out at a nice distance, either for support, direct action or detraction. Does not matter much to me as long as that round travel through the cranium. Maybe that is why so many of them walk ridged, I guess if I did that even once I too would be sore. Certain explains why all their high command looks like Quasimodo, hunched over with a constrict face of pain, speaking like like they are half drunk.

Yeah, if there is a choice I would have to go with the AK personally. Fact is if they where laying down accurate rounds then they would not need outside help and there would have never been a civil way. So I figure at best (If I had a choice) when they dump that AK my way they will most likely take out their own command, hit two kids and their own mother, and maybe scrap the paint off the wall near me if they get a lucky ricochet.

Do not get me wrong, they are great at shooting everyone but the people they aim at, and they have shown they are also pretty good with Gas too (Germans proved that Gas is dummy proof though), but as far a shitting what they aim at, not a chance.

I think when these retards where buying up military gear, at some point the US stepped in and sold them some high speed tactical stress cards.

Is there any more information regarding who will be able for recruitment? Will Assad allow for westerners to apply or is it only "allied nationals" who can apply?
