As a signer myself I think it should also be compulsory from all emergency services workers to have at least the BSL level 1 qualification and that all SIA courses should have an awareness module.

When studying it myself, which was before I got into security, I met the local DCI (now Superintendent) by chance whilst practising, and she held the same view. She said she was the only officer at her station which signed and on a few occasions acted (off the record) as an independent unofficial translator whilst awaiting an official translator to arrive, which could take hours. You know, checking if they were ok and if they would like a drink. When she wasn't there any signers were basically screwed until a voice-on arrived. Really sad when you think about it... :(
