Why the Combined Course?
The package is a 5.5 day course which is unique to the industry. There are no other combined courses which complete the training in this time frame. The advantage to you is that you not only save time but also money, as accommodation costs can be reduced.
We are working in conjunction with Devon & Somerset Fire & Rescue Service as they have the same high standards as ourselves. Their training facility is second to none and with the exception of the sea survival element of the course, all other modules are carried out on site. They have a world class fire-fighting facility and instructors and teach cutting edge ship fire-fighting techniques. The STCW95 training they offer is top class and takes place over just 4 days.
After successful completion of the training you will hold:
a valid Proficiency in Designated Security Duties (PDSD) certificate
all 4 modules of the STCW95 basic certificate:
Personal Survival Techniques
Fire Prevention and Fire Fighting
Elementary First Aid
Personal Safety and Social Responsibility.
Proficiency in Designated Security Duties (PDSD)
The STCW Convention and Code as amended by the Manila amendments (2010) contains new requirements regarding security training. This training is required by all personnel employed or engaged onboard ships to which the ISPS Code applies. These Regulations came into force on 1 January 2012.
Training in Proficiency in Designated Security Duties (PDSD) must be undertaken by all seafarers & security personnel engaged on ship who have designated duties under the ships security plan.
Those carrying out personal close protection and/or ship protection duties on ISPS Code compliant ships do not need to hold SSO qualifications unless they are the designated SSO on the vessel in which they are serving.
However, as they will be carrying out ships security duties they will have to hold an MCA approved or recognised STCW Certificate of Proficiency in Designated Security Duties.
STCW95 Basic
New wide-ranging amendments to the STCW rules, agreed by governments in Manila in 2010, are intended to ensure that STCW standards stay relevant, so that seafarers can continue to develop and maintain their professional skills.
The STCW amendments apply from 1 January 2012, when they entered into force.
Refresher Training
All seafarers are now required to provide evidence of appropriate levels of competence in basic safety training (including survival, fire-fighting, first aid, and personal safety) every five years.
Importantly, for UK based vessel owners and managers, these changes affect not only their sea-going crews, but also any shore based staff, such as Superintendents, Engineers and Training staff that are considered as ship’s crew when on-board.
Many of these staff hold certificates that are more than five years old but have received no refresher training since their initial certificates were issued, particularly in the essential area of maritime fire fighting.
Therefore, Seafarers/ ship’s crew holding STCW certificates issued prior to 1 January 2012 will have to meet the new requirements, including new refresher training, in order for their certificates to be revalidated beyond 1 January 2017.
Who Should Attend?
All seafarers or security personnel who have designated security duties under the Ships Security Plan, including anti-piracy and anti-armed robbery related activities. Former armed forces personnel looking to move into maritime security who will need this knowledge and certification as a requirement of their position. Also those with a Maritime background looking to work in Ship/Offshore Security.
Those who are training to work in the Marine Industry or those seeking employment to work in any capacity on board a sea going vessel.
The Training Academy at Devon & Somerset Fire & Rescue Service has a dedicated Maritime School based in Plymouth, Devon, UK. The school offers the full suite of STCW-95 including Fire Prevention and Fire-fighting, Elementary First Aid, Personal Survival Techniques and Personal Safety and Social Responsibility (PSSR) courses.
Other training programmes include Boatmasters and Fisherman and Fire Fighting in Boat Marinas. The Maritime School has recently added the BTEC Level 3 Advanced Award in Maritime Fire Fighting for Firefighters and Junior Officers and BTEC Level 4 Professional Award in Maritime Fire Fighting Incident Command for Flexi and Senior Officers to the range of courses.
All the courses include specific instruction in:
•fire alarm and detection systems
•fire fighting equipment and tactics
•the impact of fire fighting techniques and stability during marine incidents
•fire fighting in ports, at sea and inland waterways
•action on arrival and operational considerations
•effects of heat and humidity and the removal and cooling of hot gases
•hose management and use of fire fighting media.
The school has been in existence for over thirty years and the STCW 95 curriculum has recently been re-accredited by the UK MCA after changes had been made to the course contents.
Whilst still adhering to the STCW 95 regulations the School has introduced new fire fighting, ventilation and command and control techniques employed by international fire and rescue services. These procedures include basic fire behaviour skills such as the recognition of potential flashover and backdraft situations and the ability to control the environment with advanced branch techniquesand basic tactical ventilation.
The school’s facilities, in addition to lecture rooms and breathing apparatus training amenities include a demonstration room to enable students to witness the live actuation of sprinklers, inert gas flooding, foam systems and high pressure fog extinguishing systems.
The ship fire fighting structure based at the Maritime School is a steel, multi-compartment building which incorporates machinery spaces with fixed equipment and varied level gantries with multiple access points, students undertaking the fire fighting courses have the ability to control the conditions themselves using fire behaviour techniques and ventilation, creating a safe but very realistic training environment.
STCW95 Basic & PDSD Course overview
On completion of the training, the trainees will have sufficient knowledge, understanding and skills enabling them to undertake designated security duties onboard ship, including the ability to:
maintain the conditions set out in a ship security plan;
recognise security risk and threats;
undertake regular security inspections; and
properly use security equipment and systems;

Certification
On successful completion of the course, trainees will be issued with MCA approved certificates:
STCW’78-95 , as amended, Regulation VI/6 paragraph 4 and STCW Code Section A-VI/6 paragraph 6 to 8 “Proficiency in Designated Security Duties†certificate and STCW95 Regulation VI/1 and Section A-VI/1 of the STCW Code under the authority of the Maritime and Coastguard Agency of the United Kingdom of Great Britain, Northern Ireland, an executive agency of the Department of the Environment and Regions.
