ANPR for what. If it is to record and then recognize known vehicles then there are several open source projects you can get for free. If you are talking about tying into DVLA, then as a private citizen you cannot do it even thought the ANPR software for that is also available free.
 
1) Doesn't need 'special' cameras.

2) WHY do you need it ? To be effective in 'realtime', it needs access to the DVLA database. If it's just for recording vehicle reg nos, a decent CCTV kit will do that anyway. Just give the recorded material to plod as evidence.
 
When at events we have a list of cars that are allowed in rather than look through the list (which can be pages and pages long) can we not just enter the car details into a database and let APNR software tell us wether or not its in the approved list

You COULD, probably, find it somewhere, but still needs to be supported by a half decent system. Although the cameras aren't anything special, they DO need to be positioned correctly, to ensure the right 'field of view'. Most ANPR software requires the number plate to occupy 'x' % of the image area, within a specific range. A decent distributor should be able to supply the right package of cameras, DVR, and software for a deployable system for an application like this.

Hardware is piece of p!ss. You'll need a decent laptop, and the nous to operate the ANPR software.

If they can't, tell 'em to contact me, and I'll be happy to to do a deal with 'em. Although it's not particularly complex, this ISN'T something that's an easy DIY job.
